“Education is the foundation of empowerment — and Mizoram has built it brick by brick.”
On 21st May 2025, Mizoram achieved a historic milestone by becoming India’s first officially declared fully literate state under the ULLAS initiative (Understanding Lifelong Learning for All in Society) of the Ministry of Education.
Historic Moment Unfolds at Mizoram University

A special ceremony was held at Mizoram University Auditorium, attended by:

The Chief Minister proudly declared:
> “This is not the end of a campaign, but the beginning of a new era — an era of digital, financial, and entrepreneurial literacy.”

What is ULLAS?
ULLAS is a national initiative promoting lifelong learning. A state is declared fully literate once it crosses 95% literacy rate.
According to the Periodic Labour Force Survey 2023-24, Mizoram achieved an incredible 98.2% literacy rate — way ahead of the national average of 80.9%.

The Journey Behind the Success
This wasn’t magic — it was hard work, commitment, and strategy:
292 Volunteer Teachers recruited across districts
3,026 illiterate people identified (15 age group)
Classes conducted at schools, community halls, YMA libraries, and even learners’ homes
Community-driven approach led by Samagra Shiksha and State Literacy Mission
Learning materials like Margdarshika developed for volunteers
The Spirit of Mizoram: 'Tlawmngaihna'
A big credit goes to the cultural value of ‘Tlawmngaihna’ — the selfless service and mutual support spirit among the Mizo people.
This spirit helped spread literacy village to village, home to home.
CM’s Vision for the Future
CM Lalduhoma said:
> “Now let us aim higher — digital literacy, financial literacy, and entrepreneurial skills for every Mizo.”
“Let this declaration spark a new wave of empowerment.”
Where India Stands
Mizoram joins the top of the literacy list:
Mizoram: 98.2%
Lakshadweep: 97.3%
Nagaland: 95.7%
Kerala: 95.3%
